Rotarian Susan Blackerby visits with Kelly Davila, Director of Regional Services for the South Plains Association of Government (SPAG) following her excellent program to the Plainview Rotary Club on Tuesday, March 1, 2016. SPAG covers the 15-county South Plains region and provides services to city governments including 9-1-1 emergency communication, state and federal grant management, and economic development support.
